Residents ‘disappointed’ as controversial Metronet on Swan plan given environmental tick of approval

The controversial plan to expand Perth’s ferry services to Matilda Bay and Canning Bridge has been given the environmental tick of approval. The $107 million Metronet on Swan includes plans for a jetty and ferry terminal to connect services from Matilda Bay and Applecross to a floating pontoon at Elizabeth Quay. Introducing a fleet of electric ferries is also part of the plan. The Environmental Protection Authority found there are potential impacts to marine fauna and social and visual amenity values in both Nedlands and Applecross, during construction, and as a result of the clearing of seagrasses. But EPA chair Darren Walsh ruled the risks could be mitigated without a formal assessment. “Environmental impacts associated with the construction of the proposal are likely to be localised, of short duration, and can be regulated under other decision-making processes,” Mr Walsh said. “The EPA considers that environmental impacts associated with ongoing operation of the proposal are likely to be small in extent.” Residents opposed to the plans said they were “disappointed” but “not surprised” by the decision. “It’s a very sensitive area, the sand bank, over which this infrastructure is going to be built,” Canning Bridge Ferry Action Group spokesman John Nielson said. “The black swans and the cygnets that are raised in that exact area, the feeding area for the pelicans and the cormorants as well.” Mr Nielson called for the Canning Bridge jetty to be relocated to the east bank, but said attempts to negotiate with the Government were ignored. “It’s essentially a closed door,” Mr Nielson said. “We’re not against the project as such. However, we are saying let’s service the public.” Critics of the proposed location of the Matilda Bay jetty, which is near UWA and Hackett Drive, have vowed to continue their campaign for it to be moved 1km south near the Jojo’s restaurant at Pelican Point. “Ignoring the public’s call for a full review delays this essential (environmental) assessment and shifts responsibility to post-hoc management plans and reference groups, that do not ensure certainty of environmental protection,” Safety on Swan chair Megan Bagworth said. “A ferry terminal at Matilda Bay runs counter to the Reserve’s gazetted purpose of recreation, undermining the very values that make it special and will fundamentally alter the way the reserve and the Bay is used by the public.” Local Liberal MP Jonathan Huston said the decision “defies common sense”. “The assessment noted a high level of concern with 257 out of the 293 submissions — more than 87 per cent — requesting a Public Environmental review,” he said. “To ignore those concerns is extremely disappointing.” But Transport Minister Rita Saffioti insisted the right location had been chosen. “I understand change is difficult, but we’re working closely with all of the different user groups in Matilda Bay to ensure the waterway can be shared safely by everyone,” she said. “I do have frustrations at some of the arguments we’ve been hearing that a new ferry stop will mean families can no longer picnic at Matilda Bay, people won’t be able swim and that it’s going to ruin the view. These arguments are not based in reality. “The new jetty will take up only a few metres of the Matilda Bay foreshore and the ferries won’t be coming any closer than around 200 metres from the shoreline. “It will not stop people from coming and enjoying the area, in fact it will only encourage more people to visit.” The EPA noted it supports plans to extend restrictions on noise-generating works to Saturdays, to reduce the impact of construction on recreation activities at Matilda Bay. It also recommended restrictions to replace any black cockatoo habitat trees, removed during construction. And warned that construction has the “potential” to impact Aboriginal heritage values, including “creation and dreaming narrative associations” with the Swan River, and said consent from the Minister for Aboriginal Affairs will be required. “The above decision-making processes are likely to be able to facilitate the regulation and management of potential impacts of the proposal, to ensure that any residual impacts . . . will be minor, highly localised and will not result in significant environmental outcomes,” Mr Walsh said.
