Editorial: Why do we still not have a clear picture of what rules await us when WA’s border is opened?

Premier Mark McGowan’s announcement that the borders would be re-opening on February 5 was initially greeted by plenty of West Australians with optimism. At last we had a date we could circle in our diaries. Some sort of direction. A bit of certainty to help us plan for our lives “living with COVID” and what rules and restrictions would be in place. But just 16 days out from the big day, we find ourselves hurtling wildly towards February 5 as if we are in a car going down a mountain without seatbelts, and dodgy steering and brakes. A cloud of uncertainty hovers above schools, hospitals and business owners. To say there is a growing mood of anxiety would be an understatement. A spate of events — including Mandurah Crab Fest, the opening of Perth Festival and City to Surf — have all been called off. And with less than two weeks until kids return to classrooms, Association of Independent Schools of Australia (WA) chair Alec O’Connell has urged Premier Mark McGowan to push back the border opening over fears teachers will not have sufficient time to implement the required protocols when they are finally announced. Health Minister Amber-Jade Sanderson on Wednesday said hospital staff would be informed of the new close contact and isolation requirements “this week” — but could provide no firm timeline for revealing the measures that will dictate the lives and livelihoods of everyday West Australians. “I would like that information to be delivered this week, and there will certainly be information going to the healthcare workforce this week,” Ms Sanderson said. “What the broader industry requirements will be are being worked on as well and that will be communicated.” The McGowan Government’s Safe Transition Plan, released in early November and forecasting only light restrictions come February 5, was based on the more lethal but much slower spreading Delta strain. Ms Sanderson also conceded modelling of the likely impact of the Omicron variant — expected to underpin WA’s re-opening plan — could not be fully completed ahead of February 5. To some extent this means that unless some clear plans emerge very very soon, we will be driving the car mentioned earlier blindfolded too. Chamber of Commerce and Industry (WA) chief executive Chris Rodwell said it was essential the McGowan Government did not replicate the “chopping and changing” of measures in the Eastern States, which meant taking the time to get the rules right from the start. But he said “the clock is ticking down”. Of course we understand and appreciate things changed quickly with Omicron. But there are just too many unanswered questions. We need clarity — including about exactly when the Government ordered the rapid antigen tests it says we can look forward too. It is bemusing in the extreme that question remains unanswered.
